Charges filed in Carney fatal pedestrian crash

A Parkville man is facing charges including leaving the scene of a fatal crash in connection with the February death of a 72-year-old pedestrian.

On Feb. 27, a vehicle struck Peter Anthony Ruy in front of the Parkville-Carney branch of the Baltimore County Public Library around 7:15 p.m., according to Baltimore County police.

Officers responding to the scene found Ruy injured in the roadway near the intersection of Harford Road and Fifth Avenue but did not immediately locate the vehicle involved.

About 20 minutes later, police located the alleged driver, Tri Duc Truong, 32, behind the library. Police said the suspected vehicle, a Lexus RX 350, was parked in Truong's driveway in the 3200 block of E. Joppa Road with damage to its front end.

Ruy was transported to an area hospital, where he was pronounced dead.

Truong is charged with failing to stop at the scene of an accident involving death, speeding, failure to control speed to avoid a collision, and negligent driving, according to court records.

Court documents filed Monday allege Truong was driving 44 mph in a 30 mph zone at the time of the crash.

A summons was issued Wednesday for Truong.

Truong is scheduled for an initial appearance Aug. 10 in Baltimore County Circuit Court.
